Who We Are
SpecialED Insight Solutions LLC (SEIS) is a provider of special education evaluation and consulting services in Texas. Founded and directed by Dr. Angela Orr Heath, EdD, MST, ACED, SEIS partners with school districts, charter schools, and families to deliver accurate, student-centered, and legally compliant evaluations.
Our mission is simple: to provide insight that leads to better outcomes for every student.
About Our Founder
Dr. Angela Orr Heath is a State Board of Education–certified Educational Diagnostician with over 29 years of experience in education and over nine years of specialized expertise as an educational diagnostician.
She is an active member of the Texas Educational Diagnosticians’ Association (TEDA), Council for Exceptional Children (CEC), and Association of Texas Professional Educators (ATPE).
Dr. Heath has also served as a Director of Special Education Compliance and is a dynamic trainer and keynote speaker. Her professional development sessions for districts and charter networks focus on best practices in special education compliance, evaluation integrity, and instructional leadership.

Educational Records
We will help you obtain your child’s educational records, sort through and organize those records, and help interpret the meaning of assessments and reports. Record review includes all special education communications and documents, including files, assessments, report cards, observation reports, etc.
IEP/504 Review
We will review your child’s IEP to ensure that it is well written, that it has accurate present levels of functioning and academic performance and measurable goals; verifying that the appropriate services and supports are in place to meet those goals. We can review IEP, 504 or other documents before you sign them.
Special Education Resources
We can also help you find an experienced and qualified independent assessor, tutors, reading specialists, speech therapists, occupational therapists, or other specialists that your child may need.
Formal Communication
We draft formal letters, responses, and written requests to school and district officials to obtain information or services on behalf of your child.
ARD/504 Meeting Attendance
Don’t go it alone. As your advocate, we will attend your ARD or 504 meetings with you and be by your side.
Independent Evaluations for Special Education
SEIS can provide a thorough educational evaluation of your child and a report you can understand. The evaluation report can establish eligibility for special services or accommodations. Our reports may also be useful in obtaining entrance and other exam accommodations. Gifted evaluations can be utilized to apply for unique educational programs and experiences.
Whether your child has been previously assessed or this is an initial evaluation, SEIS is prepared to address your child’s educational concerns. SEISevaluators are credentialed to meet state and Federal requirements of Texas school districts, charter schools, and private schools. Our reports meet and exceed the standards for IDEA and Section 504.
Program Reviews, Specific Audits & Consulting
SEIS is here to support administrators in their goal of continuous improvement of special programs. We are available for full program reviews or specific areas of concern. Our services are always confidential. Let us assist with any required agreements or goals for your department.
Mentoring & Supervision for New and Inexperienced Evaluators
Inexperienced diagnosticians and other evaluation staff face a complex job with a significant learning curve. SEIS can provide ongoing support and assistance as new evaluators address the multi-faceted challenges of this profession. Investment in new staff leads to higher quality evaluation, reports, and IEPs, employee longevity, and reduced litigious situations.
Contracted Diagnosticians for Districts, Charters, & Private Schools
SEIS is available to assist local education agencies with meeting their Child Find obligations, including English Learners. We are happy to discuss a variety of pricing schedules to suit the needs of organizations both large and small.
Professional Development
We can provide a one-time event or a series of training on a wide variety of Child Find, Evaluation, Special Education, and 504 topics.
We are also happy to meet with parent organizations and church groups looking to increase awareness and information about disabilities or the process of special education or section 504.
